Talent Corporation Malaysia Berhad (TalentCorp), an agency under Malaysia’s Ministry of Human Resources (KESUMA), has entered into a strategic partnership with NSDC International, a subsidiary of India’s National Skill Development Corporation (NSDC). This collaboration, formalized through a Memorandum of Understanding (MoU), aims to deliver advanced digital skilling solutions to Malaysian youth, enhancing their readiness for future job markets. The partnership also seeks to strengthen the bilateral relationship between Malaysia and India, furthering skill development initiatives in both nations.

The MoU was signed by Thomas Mathew, Group CEO of TalentCorp, and Ved Mani Tiwari, MD and CEO of NSDC International. The ceremony took place at the NSDC headquarters and was witnessed by Malaysia’s Minister of Human Resources, YB Steven Sim Chee Keong, and India’s Minister of Skill Development and Entrepreneurship, YB Jayant Chaudhary. This agreement builds on a previous partnership established in March 2023, which led to the creation of TalentCorp’s industry-driven MyMAHIR Future Skills Talent Councils (FSTC).

The FSTCs were developed to enable industry leaders to identify evolving skill requirements within their sectors and to spearhead the necessary training initiatives. These councils ensure that Malaysian talent is equipped with both current and future competencies, thereby enhancing their employability and productivity. To date, six FSTCs have been established, covering sectors such as Electrical & Electronics (E&E), Information and Communications Technology (ICT), Aerospace, Biopharma & Manufacturing, Food Manufacturing Services, and Global Services & Data Centres. Four additional FSTCs are planned to be launched by September 2024.

During the event, YB Steven Sim emphasized the importance of the partnership in enhancing the skills of Malaysian youth. He highlighted that the training programmes tailored by TalentCorp, based on recommendations from the FSTCs, have resulted in participants earning 10-15% higher salaries, underscoring the link between enhanced productivity and increased wages. The renewed MoU aims to further intensify this collaboration, driving greater success for both Malaysia and India.

The partnership between NSDC International and TalentCorp will focus on two key areas: digitalizing Malaysia’s talent ecosystem and introducing verifiable digital credentials for Indian nationals working in Malaysia. To achieve these objectives, KESUMA plans to launch a comprehensive digital platform that will cover curriculum development, training design, content creation, and certification best practices. This platform is expected to boost youth employment in Malaysia, the region, and globally.

The strategy draws inspiration from NSDC’s Skill India Digital Hub, a successful model that integrates skills, education, employment, and entrepreneurship in India. By adopting this model, Malaysia aims to leverage advancements in AI and digital technologies to create a robust digital ecosystem for talent development.

India’s Minister of State (Independent Charge) and Minister of State for Education, YB Jayant Chaudhary, highlighted the importance of aligning skill development programmes with industry needs. He expressed confidence that TalentCorp would benefit from the technological advisory solutions provided by NSDC International. He also noted that the partnership offers valuable opportunities for mutual learning and growth between Malaysia and India.

The MoU exchange event was also attended by Atul Kumar Tiwari, Secretary of India’s Ministry of Skill Development and Entrepreneurship (MSDE), along with senior representatives from KESUMA, TalentCorp, MSDE, and NSDC.
